Job Summary

TopHire Africa is partnering with a reputable player in the power sector to recruit a highly motivated and experienced Recruitment Specialist. The successful candidate will manage the end-to-end recruitment process for experts in consulting, energy, environment, and sustainability, ensuring top-quality talent acquisition for ongoing and upcoming projects.

Key Responsibilities


Expert Management:

  • Develop and implement strategies to identify, recruit, and retain qualified experts.
  • Represent the company at events, fairs, and conferences to strengthen the expert network.
  • Advise project managers on recruitment strategies and expert engagement.
  • Maintain and update the internal expert database.
  • Build and sustain long-term relationships with professionals in relevant fields.

Project Acquisition:

  • Analyze project Terms of Reference (ToR) and match requirements with expert profiles.
  • Source, preselect, and interview top candidates through multiple channels including social media, networking, and direct outreach.
  • Evaluate CVs, negotiate terms, and prepare documentation for proposals.
  • Ensure compliance with donor requirements and labor regulations.
  • Adjust expert CVs for project proposals to highlight relevant skills and experience.

Project Implementation:

  • Coordinate expert mobilization including travel, visa, insurance, and accommodation.
  • Manage contracting and onboarding of both short-term and long-term experts.
  • Provide continuous engagement and support for deployed experts.


Required Qualifications


  • Bachelor’s degree in Human Resources, Business Administration, International Relations, or related field.
  • 4–5 years of full-cycle recruitment experience, preferably within the energy, environment, or consulting sectors.
  • Experience with donor-funded projects (e.g., EU, GIZ, World Bank) is an advantage.
  • Proven ability in active sourcing, interviewing, and expert relationship management.
  • Excellent communication, negotiation, and interpersonal skills.
  • Strong command of Microsoft Word, Excel, and PowerPoint; experience with ATS systems is a plus.
  • Fluency in English required; knowledge of French or German is an advantage.
  • Willingness to travel as required.
  • High cultural awareness and adaptability in dealing with international professionals.
